The Malawi government is inviting proposals from international information technology firms for the supply and installation of an enterprise resource planning (ERP) system to drive its integrated financial management system, which connects the financial systems of all its Ministries and departments through a fibre-optic wide area network to a data centre at the accountant-general’s department.
Malawi’s Ministry of Finance, Economic Planning and Develop-ment says the proposals should be based on any one of the systems provided by Oracle, SAP and Epicor.
“The main objective of acquiring the new ERP system and associated hardware, as well as support services, is to take advantage of the latest technology in the ERP industry to address the current system’s weaknesses,” the Ministry says.
The Malawi government expects the preferred bidder to begin work in May and the new ERP system to be rolled out by July 2016.
The Ministry explains that, to ensure that the proposed system meets the core objectives of the government of Malawi, the assignment should ensure the provision of secure, high-speed throughput and top-of-the-range Web-based functionality and also capture the highest possible proportion of transactions at the earliest possible point in the transaction processing cycle.
“The proposals will be evaluated in accordance with Malawi’s Public Procurement Act of 2003 and the Public Procurement Regu- lations of 2004, and bidding is open to all eligible firms,” states the Ministry, adding that
bid documents can be obtained on payment of a nonrefundable fee of $500.
