Bids invited for Malawi integrated tax administration system

The Malawi Revenue Authority (MRA) is inviting bids from consulting firms for the supply, configuration and implementation of an integrated tax administration system.

Says the authority: “The consulting firm will supply, configure and install an elaborate commercial off-the-shelf software solution for the management of a range of domestic and international trade taxes, including income tax, value-added tax, withholding tax, fringe- benefits tax, provisional tax, turnover tax, pay-as-you-earn tax, import duties and excise duties.

“The software solution should have modules capable of effecting and monitoring key activities of a modern tax administration, such as registration, deregistration, assessment, taxpayer accounting, audit, compliance, case management, objections and appeals. “The consulting firm will take full respon-sibility for all aspects of the tasks and will, there-fore, require full-time presence in Malawi.” Bidders are expected to provide proof of legal status, which should include a copy of business registration certificates, a power of attorney, a tax registration certificate from operating country, a contact address, including location of place of business, evidence of experience, authority to seek financial references from potential bidder’s banks, company and key staff profiles, evidence of adequacy of working capital, and a bid security of $200. International bidders may buy bid documents from the MRA for 5 000 Malawi kwacha (about $13). The deadline for the submission of bids is November 3.
