For some time now, there have been grumblings about the failure of some rail original-equipment manufacturers to live up to their local-content commitments. Now that the issue is receiving much-needed public attention, it is vital that steps are taken to either ensure that the localisation targets are met, or to begin penalising those flouting their obligations.
