DWS on the hunt for permanent director-general

The Department of Water and Sanitation (DWS) is seeking a permanent director-general for a five-year contract in Pretoria, calling for applicants to submit their CVs by October 4.

The critical post, over the past few financial years, has mostly been held by acting directors-general.

The move follows the separation in August of the Department of Water and Sanitation from the Department of Human Settlements, as well as the appointment of new Minister Senzo Mchunu.

The appointment advert states that the applicant is required to have an undergraduate qualification, as well as an appropriate National Qualifications Framework level 8 post-graduate qualification - recognised by the South African Qualifications Authority - in science and engineering with preferred specialisation in water engineering.

Further, at least eight to ten years of proven experience in a senior managerial and leadership position is required, of which three years must have been with an organ of State, along with a pre-entry certificate obtained from the National School of Government prior to the appointment serving before Cabinet.

Along with a broad understanding of the water sector, an in-depth knowledge of government legislation, policies, strategies and the National Programme of Action and a strategic understanding of the National Development Plan imperatives as it relates to economic growth and social redress, any potential applicant is required to have experience in managing large infrastructure projects, a high level of financial and people management skills, problem-solving and analytical skills and strong strategic and leadership abilities, besides others.

In addition, specialist experience and knowledge of the latest international and national theory and developments in water resource management and modern techniques, water resource management and sanitation issues globally, regionally and locally are needed.

The new director-general will be responsible for the development and implementation of integrated plans to ensure efficient management of water resource programmes in the DWS and the development of a sustainable strategic plan for the implementation of sanitation programmes, to ensure that the department delivers on its mandate.

This also includes the forecasting and balancing of water demand and supply through the implementation of the four river system plans; adequate information and knowledge to sustain water resources and sanitation; the improvement and protection of water resources quality and quantity; and ensuring that the department builds, operates and maintains water resources and sanitation infrastructure.

The post advertises a salary of R1 978 533 a year structured within an all-inclusive remuneration package that comprises a basic salary of 70% of the total remuneration package, the State’s contribution to the Government Employees Pension Fund, at 13%, and a flexible portion that may be structured in terms of applicable rules and guidelines.
