Consideration and implementation of NEM: AQA

(Virtual Showroom) :South Africa as a developing country relies on evolving mining, industrial and fossil fuel power generation activities where ever-increasing expansions produce strain and air pollution impacts on general and high-priority areas. The National Environmental Management: Air Quality Act (Act 39 of 2004) (NEM: AQA) forms part of the South African strategy to reduce air pollutant emissions, monitor effects on the environment and provides for stipulated pollutant limits. NEM: AQA is thus described as the National Norms and Standards to regulate, manage and control air quality impacts by all spheres of government.

Based on NEM: AQA, air quality monitoring programmes are implemented to establish the type and volumes of emissions emanating from activities in order to determine compliance with regulatory standards related to site-specific Atmospheric Emission Licence (AEL) stipulated pollutant Limits, the National Dust Control Regulations (GNR 827 of 1 November 2013) and South African National Standards (SANS 1929:2011). The implementation of a formal air quality monitoring programme does not only ensure compliance to relevant regulations and standards for the protection of the environment, however, also allows for identification and execution of mitigation measures to minimise air pollution through the development of an Air Quality or Dust Management Plan.

To date, the proper execution of air quality monitoring and impact control remains a continuously evolving process within the South African industries attributed to shortcomings of adequate air quality management infrastructure, expertise and maintaining programmes and plans in terms of financial constraints.
