Every year since 2009, there have been warnings and lamentations ahead of Budget day about just how tough it is going to be for Finance Minister Pravin Gordhan to present a balanced Budget. But in the context of a limp economic outlook, weak revenue growth, massive social need and a commitment to fiscal consolidation, Gordhan is arguably being confronted with the most difficult balancing act of the democratic era.
