Finance Minister Tito Mboweni, who is known to moonlight as an amateur chef, lacked some critical elements when he delivered his 2020 Budget speech this week. Besides lacking the fiscal spice and electric power required to provide some much-needed economic heat, Mboweni was also not able to turn to his go-to, albeit not-so-secret, ingredient of pilchards in tomato sauce. It’s like cooking with your hands tied behind your back, isn’t it, Minister?
