Municipal workers’ union declares dispute

The South African Municipal Workers Union (Samwu) has declared a dispute with the employer body, the South African Local Government Association (Salga).

The decision came after three sessions of negotiations over wage increase collapsed, Samwu spokesperson Papikie Mohale said in a statement on Monday.

”The matter has been referred for conciliation in the bargaining council, any further negotiations with Salga will be in the context of a dispute resolution. Should both parties fail to get a mutually beneficial solution we will then get a certificate of nonresolution which will lead to a protected nationwide strike action.”’

Mohale said Salga leadership was not committed to the negotiations.

”Salga has not shown any commitment to having these negotiations completed before the current agreement lapses.”

”Salga continues to undermine negotiation processes by bringing in junior officials as negotiators, officials who some are municipal workers themselves and stand to get bonuses for ensuring that municipal workers get as little increase as possible.”

The union lowered its wage demand from 15% to 11%, while Salga’s initial 4.4% offer was revised to 5.4%. The Samwu is the biggest organiser in the country’s 278 municipalities.

Last month, hundreds of Samwu members embarked on a strike in Cape Town and demanded that mayor Patricia de Lille come out and receive their memorandum. The workers caused chaos as they poured refuse onto the streets and overturned bins as they marched through the city.

The workers demanded better wages for standby staff and the payment of women when they go on maternity leave.
