Lanseria Smart City.

Location
Around the Lanseria International Airport, in Gauteng, South Africa. The project will straddle the City of Johannesburg and the City of Tshwane’s metropolitan municipalities, and the Mogale City local municipality. It also shares a border with the Madibeng local municipality, in the North West.

Project Owner/s
The smart city is a joint venture between the Presidency, the Office of the Gauteng Premier, the cities of Tshwane and Johannesburg, and Mogale City.

Project Description
The 430 km2 Lanseria Smart City was announced by South African President Cyril Ramaphosa in his State of the Nation Address in 2020.

The smart city, as proposed by the Greater Lanseria Master Plan, aims to accommodate up to 500 000 residents by 2030, and is a radical approach to urban development.

One of the main foundations in the design of the city is its walkability, with the maximum lateral extent of an activity zone within the new city being about 1 600 m; thus, a ten-minute walk in any direction from its epicentre.

Greater distances will be accommodated by an integrated and accessible public transport system, which proposes a grid-pattern road network.

The project emphasises sustainability, with proposals for power generation, including waste-to-energy, solar and biogas. All residential and commercial buildings will need to be energy and resource efficient, and built using environment-friendly, nontoxic materials.

The concept of the smart city will be underpinned by information and communications technology infrastructure, with the Greater Lanseria Master Plan proposing fifth-generation connectivity that will offer fast Internet to all residents and businesses.

Also proposed is the expansion of the Lanseria International Airport to accommodate an additional 1.5-million passengers a year. This will include extending the length of the runway to about 4.5 km or possibly the construction a new runway, the introduction of a dedicated freight facility, the expansion of the fuel depot and the development of a hotel.

Further, wastewater treatment works have been proposed for Lanseria and at Lindley site to serve Mogale City.

Capital Expenditure
At least 50% of the housing planned for the Lanseria smart city initiative would need to be subsidised or cross-subsidised to maximise inclusion, Gauteng Department of Economic Development deputy director-general Jak Koseff said at the African Smart City Summit, held in Midrand, on June 8.

Planned Start/End Date
The project is expected to be completed by 2030.

Latest Developments
To date, the master planning process has been completed, which is key to designing a special purpose vehicle (SPV) for bulk infrastructure, through which a loan from the Development Bank of Southern Africa (DBSA) will cover the costs of bulk infrastructure. The costs will be recovered by claiming a percentage of the future service charges that developers and residents will pay.

The cities of Johannesburg and Mogale have passed council resolutions endorsing the masterplan and SPV, but Koseff has said that development applications cannot be approved until the SPV timeline is in place.

The Gauteng Growth and Development Agency is finalising the set-up of a project management office to drive the Lanseria Smart City project.

Further, the Government Technical Advisory Centre is working with the Gauteng provincial government to conduct a feasibility study and determine the structuring for the high-tech special economic zone that is being planned for Lanseria.
