Southern African Power Pool

The Southern African Power Pool is a regional electricity cooperation organisation established to facilitate cross-border power trading and grid interconnection among member countries in southern Africa. The pool comprises 12 member utilities from countries including South Africa, Zambia, Zimbabwe, Mozambique, Botswana, Namibia, Tanzania, Malawi, Lesotho, Eswatini, Angola and the Democratic Republic of Congo. Its mandate is to coordinate power system planning, operation and development across the region, enabling member utilities to share generation capacity and improve energy security through interconnected transmission networks. The Southern African Power Pool operates a competitive electricity market that allows utilities and independent power producers to buy and sell electricity across borders, optimising the use of diverse generation resources ranging from South Africa's coal-fired capacity to the hydroelectric potential of the Zambezi basin. The organisation manages the scheduling and dispatch of cross-border power flows, ensuring grid stability and reliability across interconnected systems. Member utilities participate in both short-term energy trading and long-term power purchase agreements facilitated by the pool's market structures. The Southern African Power Pool plays a critical role in regional energy planning, coordinating investment in new generation and transmission infrastructure to meet growing demand and integrate renewable energy sources. The organisation also provides technical support and capacity building to member utilities, promoting best practices in power system operation and market design. The Southern African Power Pool was formally established in 1995 under the auspices of the Southern African Development Community, building on earlier cooperation frameworks dating to the colonial era.
