National Nuclear Regulator

The National Nuclear Regulator (NNR) is South Africa's independent statutory body responsible for regulating nuclear safety, radiation protection and the security of nuclear installations and radioactive materials. Established under the National Nuclear Regulator Act of 1999, the NNR operates under the jurisdiction of the South African government and reports to the Minister of Mineral Resources and Energy. Its mandate includes licensing and inspecting nuclear facilities, enforcing compliance with safety standards, and protecting the public and environment from ionising radiation hazards. The regulator oversees a range of installations, including the Koeberg nuclear power station operated by Eskom, the SAFARI-1 research reactor at Pelindaba run by Necsa, and facilities operated by subsidiaries such as NTP Radioisotopes and Pelchem. The NNR also regulates the use of radioisotopes in medicine, industry and research. It plays a key role in assessing proposals for new nuclear projects, including small modular reactors and potential new build programmes outlined in the Integrated Resource Plan. The regulator collaborates with international bodies and counterparts in countries such as Egypt, China, Russia and France to align with global best practice. The NNR's independence and technical rigour are central to maintaining public confidence in South Africa's nuclear sector.
