National Council Of Provinces

The National Council of Provinces is the upper house of South Africa's bicameral Parliament, representing the country's nine provinces in the national legislative process. Established under the 1996 Constitution, it replaced the Senate and was designed to ensure that provincial interests are taken into account in the national sphere of government. The council comprises 54 permanent members and 36 special delegates, with each province sending a delegation of ten representatives. Six of these are permanent delegates drawn from the provincial legislature, while four are special delegates who may vary depending on the matter under consideration. The National Council of Provinces participates in the legislative process by reviewing and voting on bills, particularly those affecting provinces, and plays a role in overseeing national government action. It also has the power to initiate legislation, except money bills. The council's chairperson is elected from among its members and presides over sittings. Members participate in various committees that scrutinise legislation and conduct oversight. The National Council of Provinces sits in Cape Town alongside the National Assembly, and together they form the legislative authority of South Africa. The body reflects the country's commitment to cooperative governance and the constitutional principle that provinces should have a voice in national decision-making.
