At an Extraordinary SADC Summit on June 29, 2026, President Cyril Ramaphosa said member states had reviewed reports from Panel of Elders-led shuttle diplomacy missions on Madagascar's political and security situation. SADC insists any reform or "refoundation" process must be a time-bound transition leading to restored constitutional order and democratic elections, and has approved a SADC Liaison Office in Antananarivo plus expanded facilitation powers for the Panel of Elders, chaired by Dr Joyce Banda.
