Floods

Floods are natural disasters characterised by the overflow of water onto normally dry land, typically caused by excessive rainfall, storm surges, rapid snowmelt, or the failure of water-control infrastructure such as dams and levees. They represent one of the most frequent and widespread natural hazards globally, affecting both urban and rural areas across all continents. Floods can be classified into several types, including flash floods, which occur suddenly with little warning; riverine floods, which develop more gradually as watercourses exceed their banks; and coastal floods, driven by storm surges and high tides. The impacts of flooding are wide-ranging and severe, encompassing loss of life, displacement of populations, destruction of homes and infrastructure, contamination of water supplies, disruption of agriculture, and significant economic losses. In sub-Saharan Africa, seasonal flooding is a recurrent challenge, particularly in low-lying areas and regions with inadequate drainage systems, where heavy rains during cyclone seasons or prolonged wet periods can inundate communities and farmland. Flood risk is exacerbated by factors including deforestation, urbanisation, poor land-use planning, and climate change, which is increasing the frequency and intensity of extreme rainfall events. Mitigation and response efforts typically involve early-warning systems, flood defences such as levees and retention basins, land-use controls, emergency evacuation plans, and humanitarian relief coordinated by national governments and international agencies. The economic significance of floods extends beyond immediate damage, affecting supply chains, energy infrastructure, mining operations, and agricultural output, with recovery and reconstruction often requiring substantial public and private investment. Effective flood management requires integrated approaches combining infrastructure development, environmental conservation, community preparedness, and climate adaptation strategies.
