Energy Access

Energy access is the availability of reliable, affordable and sustainable energy services to households, businesses and institutions, particularly in underserved and off-grid communities. The term encompasses access to electricity for lighting, communication and productive uses, as well as clean cooking solutions that replace traditional biomass fuels. Energy access is recognised as a fundamental enabler of economic development, education, healthcare and poverty reduction. In sub-Saharan Africa, energy access remains a critical challenge, with hundreds of millions of people lacking connection to electricity grids. The International Energy Agency, African Development Bank and World Bank track energy access metrics and support programmes to expand coverage. Solutions range from grid extension and mini-grids to standalone solar home systems and clean cookstoves. Renewable energy technologies, including solar photovoltaic systems, have become central to energy access strategies owing to falling costs and suitability for decentralised deployment. Development finance institutions and independent power producers play an important role in financing and delivering energy access projects. Regional bodies such as the Southern African Development Community and the African Union have adopted energy access targets as part of broader development agendas. Expanding energy access is viewed as essential to achieving the United Nations Sustainable Development Goal 7, which calls for universal access to affordable, reliable and modern energy by 2030.
