Cabo Delgado

Cabo Delgado is the northernmost province of Mozambique, with its capital at Pemba. The province borders Tanzania to the north, Niassa province to the west, Nampula province to the south, and the Indian Ocean to the east. Cabo Delgado has emerged as a focal point of Mozambique's energy sector following the discovery of vast offshore natural gas reserves in the Rovuma Basin during the 2010s. The province hosts major liquefied natural gas (LNG) projects led by international consortia including TotalEnergies, ExxonMobil, ENI, and partners from Japan, India, and Thailand, with onshore facilities centred at Afungi on the Afungi Peninsula. These gas fields rank among the largest discoveries globally in recent decades and position Mozambique as a potential major LNG exporter. However, development has been disrupted by an Islamist insurgency that began in 2017, prompting the deployment of Rwandan forces and Southern African Development Community troops to stabilise the region. The province's economy traditionally relied on agriculture, fishing, and artisanal ruby mining, but the gas sector now dominates investment and strategic attention. Cabo Delgado's population is predominantly rural, with significant Muslim communities and diverse ethnic groups. The security situation and the pace of LNG project resumption remain central to the province's economic trajectory and Mozambique's fiscal outlook.
