Judge Dennis Davis, who is leading South Africa’s Davis Tax Commission, argues that, in the context of rising demands on fiscal resources and increasing government debt, South Africa will probably need to find a way to bolster its tax revenues. However, he has also cautioned that, unless wasteful expenditure is curbed, along with corruption, the integrity of the tax system will decline, raising the spectre of a “tax revolt”.
