The project forms part of the S19 Nisko Południe–Sokołów Małopolskie Północ road project. It involves the design and construction of the Podgórze–Kamień section of the S19 highway.

This 10.5 km section will form part of the Via Carpathia, connecting Podgórze with Kamień. The project forms part of the S19 Nisko Południe–Sokołów Małopolskie Północ road project. Via Carpathia begins in Lithuania and passes through Poland, Hungary and Bulgaria, and concludes in Greece.

The project will include a two-lane highway with emergency lanes.
