South Africa’s Renewable Energy Independent Power Producer Procurement Programme is arguably the one bright spot in an otherwise bleak public procurement picture. Not only has an impressive amount of solar and wind capacity been secured, but the prices have also fallen steadily. Surely, it should be possible to extend this public–private procurement template to other areas.
