Metal theft also encompasses a wide spectrum of criminality, from the opportunist through to serious and organised crime groups, attacking public art and heritage buildings, communications, rail and vehicle parts, including catalytic converters. The list is long, and in Africa there is also evidence of cross overs with people trafficking and arms smuggling.
