Client
Gauteng Industrial Development Zone Company, a subsidiary of the Gauteng Growth and Development Agency (GGDA), which has been established to develop and operate the ORTIA IDZ.

Project Description
The project involves the development of a facility catering for mineral beneficiation, diamond cutting, polishing and trading, as well as the light manufacturing of jewellery and other high-end products in the ORTIA IDZ.

The Jewellery Manufacturing Precinct aims to attract investors through a variety of incentives, including dedicated customs support services, duty-free importation of production-related raw materials and inputs, as well as reduced tax for and the exemption of certain beneficiation activities.

The precinct will also offer access to clustered, purpose-built infrastructure in close proximity to the ORTIA, making it suitable for export-oriented production.

Value
The precinct will cost an estimated R267-million to develop.

Duration
The Jewellery Manufacturing Precinct broke ground in September 2015 and will take between 15 and 18 months to complete.

Latest Developments
Construction work on the new ORTIA IDZ, near OR Tambo International Airport, has started, with civil engineering contractor Liviero turning the first sod at the project at the end of October 2015.

Liviero’s contract with the GGDA, a new client, is valued at R209-million.

“The site is overgrown with bluegum trees and needs to be cleared,” says Liviero group CEO Neil Cloete.

“Bulk earthworks encompass the construction of several platforms for new buildings to be constructed. We will construct new access roads and also upgrade the existing road. The services that we will install include stormwater drainage, sewers and water reticulation.”

Liviero will also install new perimeter fencing, with high access-control closed-circuit television and electric fencing.

In addition, the contractor will build the zone’s new guard house, which incorporates access control featuring a state-of-the-art surveillance system with X-ray machines, explains Cloete.
