Kampala-Jinja expressway (KJE) public–private partnership project.

The project will be located between Kampala and Jinja, in Uganda.

Project Description
The KJE is one of the expressways identified in Uganda’s Vision 2040 and National Development Plan II and forms part of the northern trade corridor from Mombasa, in Kenya, through to Kigali, in Rwanda.
The project comprises two components:
• the 76 km KJE, which will comprise four lanes in each direction for the first 3 km, three lanes in each direction for the next 32 km and two lanes in each direction for the remaining 41 km, with a design speed of up to 120 km/h.
The major structures for the 41 km Namagunga-to-Jinja section will be built to a six-lane configuration to allow for future expansion.
• the 18 km Kampala Southern Bypass (KSB) expressway, which will comprise two lanes in each direction, with a design speed of 100 km/h. KSB will start at Butabika, on the eastern outskirts of Kampala, where it will connect with the KJE mainline and connect to the new Kampala-Enetbbe expressway.
Potential Job Creation
The project is expected to create 1 500 jobs during construction and 300 jobs during operations.
Value
The project is estimated at $1-billion, with the contractor raising $600-million and government contributing $400-million.
A further $500-million will be needed to cover land acquisition, debt financing and operating costs.
Duration
The KSB is expected to take two years to complete and the Kampala-Namagunga and Namagunga-Jinja roads three years.
Latest Developments
Four consortiums have been shortlisted for the construction of the KJE:
• China Communications Construction Company and China First Highway Engineering Company;
• KJ Connect, with Vinci Concessions as the lead member;
• Strabag/ICITAS/EGIS/AIIM/STOA, with Strabag as the lead member; and
• CCKS Consortium, comprising China State Construction Engineering Corporation, China Wu Yi Co, Korea Expressway Corporation and SK Engineering and Construction.
UNRA will now invite technical and financial proposals from the shortlisted bidders, which is expected to be concluded by the end of 2019.
The winning contractor will design, build and operate the road for 30 years.
