The Independent Communications Authority of South Africa (Icasa) on Wednesday announced the exit of four councillors as their four-year terms ended during September and October.
Icasa chairperson Dr Stephen Mncube said the departure of Miki Ndhlovu, Willie Currie, Joseph Lebooa and William Stucke were taken into account when planning for the start of the new financial year in April.
“In planning for the end of [the] terms of [the] councillors, all council activities were headed by a councillor whose term was not to end during the current financial year [to March 2015], and supported by outgoing councillors,” he explained in a statement.
“The [Communications] Minister [Faith Muthambi], last week requested councillors whose terms of office are ending to complete their handover and wrap-up their activities a month after the end of their terms of office.”
Icasa assured that the council and its activities would not be hindered as sufficient measures were in place to accommodate the empty seats.
“The Icasa Act, as amended provides for the continued and legitimate decision-making by the council of Icasa, even in instances where there are fewer councillors in office at any given time, as has been the case previously,” Mncube added, noting that, in the past, when there had been fewer councillors, this had not impeded decision-making.
