Eastern System upgrade (ESU) project.

The project will be co-located along Millennium Pipeline Company’s existing 393 km of right-of-way in New York, in the US.

Project Description
The ESU will be able to transport about 223 000 dekatherms a day from Millennium’s Corning compressor station to an interconnect with Algonquin gas transmission in Ramapo, New York.

The proposed project includes the construction of a 76 cm and 91 cm pipeline loop – the Huguenot loop – in Orange County, New York.
Millennium proposes to locate a majority of the pipeline loop overlapping with and adjacent to the permanent easement associated with its existing mainline – the Millennium pipeline.

In addition, Millennium proposes to:
• build and operate a new 22 400 hp compressor station (Highland compressor station) in Sullivan County, New York;
• build and operate additional compression of 22 400 hp at the Hancock compressor station in Delaware County, New York;
• modify the Ramapo meter station in Rockland County, New York;
• modify the existing Wagoner interconnect in Orange County, New York; and
• add additional pipeline appurtenant facilities at the existing Huguenot and Westtown meter stations in Orange County, New York.

Further, 12 temporary and eight permanent access roads, four contractor/pipe yards, and three staging areas are proposed for use during the construction of the project.

Construction of the project is expected to start in the second half 2017, depending on receipt of the necessary approvals, to meet a target in-service date in September 2018.

Latest Developments
The US Federal Energy Regulatory Commission (FERC ) has concluded that the construction and operation of the project, with appropriate mitigating measures, will not constitute major federal action significantly affecting the quality of the human environment.

FERC has determined that potential impacts will be reduced with the implementation of Millennium’s proposed minimisation and mitigation measures, as well as the 18 additional measures recommended in the environmental assessment.

The deadline for comments on the environmental assessment was May 1.
