DIFFICULT EQUATION: Finance Minister Nhlanhla Nene will have his task cut out for him when he presents the Medium-Term Budget Policy Statement on October 22. It’s going to be a tall order indeed to align rising fiscal demands and weak revenue flows without proposing new tax increases.
