Project Description
Carroll County Energy will be a state-of-the-art 700 MW combined-cycle natural gas electricity-generating facility that will sell energy, capacity and ancillary services into the PJM market. PJM is a regional transmission organisation that coordinates the movement of wholesale electricity in all or parts of 13 states.

The facility will feature two gas turbines and a steam turbine, which have the capacity to generate electricity for about 750 000 homes. Bechtel is building the project under a turnkey construction contract.

The project will cost an estimated $900-million to develop.

The plant is expected to start commercial operations in 2017.
