Project Description
Transnet Pipelines, a subsidiary of Transnet, is constructing an NMPP to transport petrol, diesel and jet fuel from Durban to Gauteng, to replace the existing and ageing Durban-to-Johannesburg fuel pipeline.

The full network comprises a 160 km, 16 inch inland pipeline network, incorporating links from Kendal to Waltloo, Alrode to Langlaagte and from Jameson Park to Alrode; a 555 km, 24-inch-diameter trunk-line from Island View, in Durban, to Jameson Park, in Gauteng (crossing rivers, mountains and wetlands as it climbs 1 500 m from KwaZulu-Natal [KZN] to Gauteng); inland and coastal terminals; and three pumpstations.

The network is expected to have a capacity of 1 000 m3/h when brought on stream, which could be scalable by up to 3 000 m3/h through the addition of new pumpstations.

The new pipeline is designed to have a life cycle spanning more than 70 years.

The project also entails the upgrading of the Island View station at the Port of Durban.

Value
The project value initially escalated by R2.75-billion from R12.67-billion to R15.42-billion. It has now been revised to R23.4-billion.

Duration
Transnet had previously indicated that December 2012 was its earliest completion date, while August 2013 was the final completion date for all construction activities.

Transnet made a formal request to the National Energy Regulator of South Africa (Nersa) for an amendment to its construction licence to allow for timeline changes. The revised schedule was for the 24-inch-diameter trunk-line to be completed in September 2011 and for the pipeline to be phased in January 2012.

The full system is scheduled to be completed and ready for operation by December 31, 2013.

Latest Developments
Engineering and construction group Kentz has been awarded a project management consultancy services contract to oversee the commissioning of Transnet’s NMPP.

Transnet completed the first phase of the much-delayed project last year, with the second phase, which includes the coastal and inland terminals, expected to be completed this year.

Kentz will provide integrated project management services, commissioning and construction technical support, engineering and design services, vendor project management, cold and hot commissioning procedures and planning, and overall on-site execution of the completions.

The company has mobilised an integrated project management, engineering, completions and commissioning support team.
