Project Description
The modernisation includes the design, construction and financing of facilities to ensure the expansion and renovation of the existing Afipsky refinery facilities, as well as the construction of a high-conversion refinery at Afipsky.

The aim is to complete the project in three stages.

Stage 1 involves the expansion of the existing production facilities to increase the capacity of primary oil processing to up to six-million tons a year and optimising the logistics of feedstock supply.

Stage 2 entails the construction of a high-conversion petroleum refinery, comprising a combined residue vacuum distillation and vacuum residue visbreaking unit, a diesel fuel hydrotreater and a vacuum gas oil hydrocracking complex to increase the oil conversion ratio to 82%.

Stage 3 will comprise the construction of a delayed coking unit to increase the oil conversion ratio to 93% and maximising the production of Euro-5 diesel fuel and light oil.

CB&I has been awarded contracts valued at more than $90-million through project developer Maveg to provide the technology licences and front-end engineering design (Feed) services for the Afipsky oil refinery.

CB&I’s scope comprises Feed development for multiple new process units, including a 2.5-million-ton-a-year hydrocracker unit and hydrogen and sulphur units.

CB&I is also providing technology and feed services for a crude distillation/vacuum distillation/visbreaker complex.
