Rwanda plans $85m petroleum products depot
Landlocked Rwanda plans to build a $85-million petroleum products depot as it seeks to increase the country’s strategic fuel reserve from 70-million litres to 150-million litres by 2018.
“Maintaining adequate fuel reserves is one of the key measures towards safeguarding national security and making Rwanda’s economy more dynamic and resilient,” said President Paul Kagame recently.
He was speaking at the commissioning of a $22-million fuel depot on the outskirts of Kigali, the capital city. The depot, built by Societe Petroliere (SP), increased Rwanda’s fuel storage capacity to 74- million litres from 31-million litres.
Being a landlocked nation, Rwanda imports petroleum products through the ports of Dar es Salaam, in Tanzania, and Mombasa, in Kenya, which puts it at the risk of supply disruptions.
On average, Rwanda consumes about 25-million litres of petroleum products a month, which means that, in the event of a crisis, the reserves will last only one week.
According to government data, Rwanda’s demand for petroleum products is increasing at about 10% a year and the rate is forecast to accelerate as the economy maintains a steady growth rate and considering that Rwanda relies on heavy fuel for about 40% of its energy needs.
Kagame’s government has been encouraging private investors to build fuel storage facilities to boost the country’s oil reserves.
Apart from the SP depot, the other storage facilities in Rwanda include the Gatsata depots, with a 15-million litre capacity, and the Kabuye depot, which can hold five- million litres. Two smaller storage facilities are located at Kigali International Airport and in Rwabuye, in the south of the country.
Rwanda joins its neighbours, Kenya and Tanzania, which have already announced plans to establish national strategic petroleum reserves.
