Project Description
The Kusile power station project, near the existing Kendal power station, in the Nkangala district of Mpumalanga, will comprise six units, each rated at an 800 MW installed capacity for a total capacity of 4 800 MW. Once completed, Kusile will be the fourth-largest coal-fired power station in the world.

The Kusile project will include a power station precinct, power station buildings, administrative buildings (control buildings and buildings for medical and security purposes), roads and a high-voltage yard.

The associated infrastructure will include a coal stockyard, coal and ash conveyors, temporary and permanent water-supply pipelines, temporary electricity supply during construction, water and wastewater treatment facilities, ash disposal systems, a railway line, limestone offloading facilities, access roads (including haul roads) and dams for water storage, as well as a railway siding and railway line to transport the limestone supply (sorbent).

The power station will be the first in South Africa to install wet flue-gas desulphurisation (WFGD) – a state-of-the-art technology used to remove oxides of sulphur, such as sulphur dioxide, from exhaust flue gases in power plants that burn coal or oil.

This technology abates atmospheric emissions, in line with current international practice, to ensure compliance with air-quality standards, especially since the power station is located in a priority air-shed area.

The FGD plant is a totally integrated chemical plant using limestone as feedstock and producing gypsum as a by-product.

Each supercritical tower boiler will be about 115 m high. The air-cooled condensers will be constructed on and supported by twenty 60-m-high concrete columns.

Potential Job Creation
A comprehensive exit and outreach strategy, which aimns to gradually upskill and release local labour to the job market, has been formalised in partnership with key stakeholders. This allows for project stability amid the gradual demobilisation of workers once milestones are achieved. It will further enable the project to mitigate the risk of local community disruptions.

Value
The cumulative cost incurred on the project as at March 31, 2018, was
R125-billion (March 2017 – R112.4-billion) against the revised budget of R161.4-billion. All amounts exclude capitalised borrowing costs.

Duration
The last Kusile unit is expected to reach commercial operation in 2022/23, barring any delays as a result of contractor performance, industrial action or any other unforeseen issues.

Kusile Unit 1 achieved commercial operation on August 30, 2017.

Kusile Unit 2 achieved first synchronisation on March 24, 2018, and is expected to go into commercial operation by March 2019.

Latest Developments
Eskom has offered a sobering update on the difficulties it is having at its Kusile project, which is not only years behind schedule and significantly over budget, but also beset with technical defects that are resulting in a serious underperformance of the one unit that has entered into commercial operation.

Officially, Kusile is expected to cost R161-billion. The project is two-and-a-half times more expensive than what was initially budgeted for, with the last Kusile unit expected by mid-2022.

In a presentation delivered during the National Energy Regulator of South Africa (Nersa) public hearing on February 1, technology GM Dr Titus Mathe said the one Kusile unit currently in commercial operation had, for the financial year to date, experienced several unit trips.

Eskom indicated earlier this year that the resumption of load-shedding in late 2018 was partly the result of the underperformance of the Kusile units that had been brought into commercial operation.

While Eskom initially described the poor performance of the units as “teething problems”, Public Enterprises Minister Pravin Gordhan indicated that they could be more fundamental, particularly in relation to the performance of the boilers, the grinding mills and the fabric filters.

A forensic investigation was instituted in 2018 to understand the problems.

Mathe confirmed that major design and technical problems had been discovered, most of which related to the boilers. Some of the technical issues identified include:

the boiler spray systems being unable to cope, owing to a design that has resulted in higher-than-expected temperatures at the reheater.

excessive wearing of fabric filter plant bags, which is resulting in ash blockages, trips, load losses and emissions-related losses.

the gas air heater performance and fouling is not meeting technical requirements.

problems with the dust handling plant, which is leading to high ash accumulation, leaks and more frequent maintenance, which is resulting in a lack of spare parts.

hardware failures on the distributed control system at two Medupi units is leading to trips.

High vibrations on the generator auxiliary cooling loop.

Eskom has established a specialist team to develop solutions to rectify major defects and work streams have been established with contractors to jointly evaluate solutions.

Mathe has insisted that Eskom “knows exactly” what the challenges are and that detailed plans are in place to address the unit trips.

He has said that Eskom expects to have technical solutions for all the defects within the coming six months. It will then enter into commercial negotiations with contractors regarding liability for the defects and on how the repairs will be implemented.

He has warned that some of the repairs will require the units to be on outage, which means that the defects will probably be repaired in phases from about 2021 onwards.

The final completion date for Kusile Unit 6 is still expected to be finalised by June 30, 2022.
