Cabeólica wind power project, Cape Verde.

Project Description
The project involves the design, construction, operation and commissioning of four onshore wind farms across four islands in the Cape Verdean archipelago. The plants will be constructed on the islands of São Tiago, São Vicente, Sal and Boa Vista.

The units will create a total installed capacity of 28 MW, which will be connected to the existing electricity grid on each island.

Each of these facilities will include towers with wind turbines, transformer poles, underground cables, a command centre, a substation, access roads to the wind towers, interconnection installations and other associated infrastructure, installations and equipment.

The units are designed to operate over a 20-year period, after which they will be decommissioned and the sites restored.

The project is expected to complement the State’s target of increasing the generation of renewable energy to 50%, by 2020.

Value
The project is estimated at €65-million.

Duration
The first plant on the island of São Tiago is expected to be tested and commissioned in May 2011, with all four plants scheduled to become operational by the fourth half of 2011.

Cabeólica, a public–private partnership between the government of Cape Verde, Empresa de Electricidade e Água (Electra) and InfraCo.

Latest Developments
On October 7, 2010, the EIB and the AfDB agreed to provide a combined €45-million for the project. The EIB will provide €30-million and €15-million will be provided by the AfDB, according to a loan that was approved by its board of directors in May 2010.
