Name and Location
WB Xpress pipeline project, Virginia and West Virginia, US.

Client
Columbia Pipeline Group (CPG).

Project Description
The project proposes to build and operate two new compressor stations, about 42 km of pipeline replacement, located along existing corridors, and about 5 km of new pipeline in Virginia and West Virginia.

The project – through its 1.3-billion-cubic-feet-a-day capacity enhancement and new pipeline interconnects – will significantly improve the service and flexibility of the region’s interstate pipeline system. In addition, it will facilitate continued use of a domestically produced, low-cost source of energy that yields significantly lower emissions than its alternatives, while reducing the nation’s dependence on foreign providers.

In addition to pipeline installation and modifications to appurtenances, including valves, launchers and receivers along the WB System, in Virginia, the project will include:
• a new compressor station requiring the installation of two electrically driven compressor units totalling 4 470 kW and the installation of about 3 km of 30-cm-diameter pipeline in Fairfax County, Virginia;
• modifications to the existing Strasburg compressor station, in Shenandoah County, requiring additional power and piping all, within CPG’s existing footprint; and
• modifications to the existing Loudoun compressor station, requiring piping and appurtenances, all within CPG’s existing footprint.
In West Virginia, the project will include:
• the replacement of about 42 km of 66-cm-diameter pipeline in and along existing rights-of-way in Randolph and Pendleton Counties;
• a new Kanawha County compressor station, requiring the installation of two natural gas driven units for additional epower, adjacent to CPG’s existing Cobb compressor station;
• new pipelines, requiring the installation of about 457 m of 91-cm-diameter pipeline from Panther Mountain regulator station to new Kanawha County compressor station, and 1 005 m of 91-cm-diameter pipeline from the new Kanawha County compressor station to point of delivery;
• modifications to the existing Frametown compressor station, in Braxton County, requiring piping and appurtenances;
• modifications to the existing Cleveland compressor station, in Upshur County, requiring additional horsepower and piping;
• modifications to the Files Creek compressor station, in Randolph County, requiring additional power and piping;
• modifications to the Seneca compressor station, in Pendleton County, requiring additional power and piping; and
• modifications to the Lost River compressor station, in Hardy County, requiring additional power and piping.

Value
The project is estimated at $850-million.

Duration
Columbia expects construction to start in early 2017, with the project expected to be placed in service in two phases in 2018.
