Tenders being prepared for new terminals across SA ports system

Besides tenders for cruise terminals at the Cape Town and Durban harbours, Transnet National Ports Authority (TNPA) plans to release a series of request for proposals (RFPs) in the coming months for terminal prospects at a number of the country’s commercial ports.

As landlord and ports master planner, the TNPA would release the tenders in line with Section 56 of the National Ports Act, which enabled it to contract with private terminal operators to design, construct, rehabilitate, develop, finance, maintain and operate port terminals or facilities. Operators would be selected through a competitive bidding process and the term of the operating licence could be between 20 and 25 years.

GM commercial and marketing Lauriette Sesoko told delegates at a briefing co-hosted by the South African Chamber of Commerce and Industry on Monday that the tender for a cruise terminal facility at the Port of Cape Town had been reissued. The RFP for a cruise terminal at the Port of Durban, meanwhile, was undergoing internal governance processes.

The Port of Cape Town cruise terminal RFP documents were released on December 8 and the tender closes on February 5, 2015.

However, tenders were also being prepared for floating docks at both Richards Bay and Saldanha Bay, while there were also liquid-bulk terminals being proposed for East London and Durban.

Under the marine-economy component of government’s so-called Operation Phakisa, meanwhile, tenders would also be prepared for an oil-rig repair facility in Saldanha Bay, as well as marine-related manufacturing prospects at other harbours.

Sesoko reported that TNPA was considering a reconfigured RFP for Island View Lot 100, at the Port of Durban, as potential operators canvassed had indicated that the current 12 000 m2 site was too small to attract much interest. “We are looking at consolidating with other sites at Island View to offer a bigger footprint,” she revealed.

TNPA acknowledged that previous tender processes had been associated with protracted processes and long delays, many of which were associated with securing the necessary environmental an regulatory approvals.

Sesoko said it had taken onboard lessons learned from these processes and would now seek to secure many of the approvals ahead of time.

The aspiration was to reduce the time taken by such processes to around 18 months, but she noted that international benchmarks indicated that terminal procurement typically took between 24 motnh and 36 months to complete.

Meanwhile, TNPA CEO Tau Morwe revealed that the State-owned utility was working with the Northern Cape provincial government and the Department of Transport on the prospect of developing a new deep-water harbour at Boegoebaai, north of Port Nolloth.

He said the proposed Northern Cape port could be developed into a new minerals export channel for commodities such as zinc, manganese and coal.

“Our main message to the private sector is that the ports are open for business,” Morwe said, adding that TNPA would also increasingly be aligning its development and pricing strategy to the beneficiation and reindustrialisation goals of the country.
