Ramaphosa tells Nedlac constituencies of war room efforts to stabilise Eskom

Deputy President Cyril Ramaphosa told the business, labour and community constituents to the National Economic Development and Labour Council (Nedlac) on Thursday that government was taking steps to address Eskom’s “leadership and governance challenges”.

Ramaphosa led a delegation of Ministers and Deputy Ministers in the meeting, which took place at the Union Buildings, in Pretoria, under the aegis of the ‘Electricity War Room Inter-Ministerial Committee’.

The Deputy President told participants that the war room was “seeking sustainable ways to stabilise Eskom and the national grid, and advance energy efficiency in our country”.

“We want to return Eskom to optimal technical capability so that it can carry on doing what it does best,” he said.

The war room was reportedly prioritising a recovery in the energy availability factor (EAF) from the coal-fired power stations, where the average EAF has fallen from over 85% in 2010 to below 75%.

The recovery in the EAF across the coal-fired fleet was regarded as cheapest way to securing the supply-side relief required to keep the lights on and cater for economic growth. However, the intervention was expected to take more than 18 months, which was why demand response, energy efficiency and the introduction of near-term non-Eskom generation and cogeneration would be pursued in parallel.

The five-point plan had also mandated Eskom to convert its expensive diesel-fuelled open cycle gas turbines to gas.

The Nedlac partners were briefed on progress being made to implement the Cabinet-endorsed five-point plan, which outlined these short-term supply- and demand-side interventions to address the “electricity challenge”.

Proposals were also formally received from Business Unity South Africa, the Black Business Council, the Congress of South African Trade Unions, the Federation of Unions of South Africa, the National Council of Trade Unions and community representatives.

“We also want to ensure that the governance processes and structures within Eskom are on a sound footing,” Ramaphosa said, while urging the social partners to collaborate with government in developing solutions.

The Presidency said in a statement that the constituencies present committed themselves to working with government and Eskom on a national energy-efficiency campaign and on efforts to restore public confidence in Eskom.
