R440m WC refinery maintenance shutdown successfully completed

Chevron South Africa, which trades under the Caltex brand, has restarted production at its 110 000 bl/d crude oil refinery in Milnerton, in the Western Cape, after one if its most significant and successfully planned maintenance and safety inspections in which it invested about R440-million.

The shutdown, which started in mid-February, generated an additional 3 000 contractor jobs for the region. About 2 600 contractors were on site on any given day.

“The preparation and planning for a maintenance and safety inspection is crucial to ensure a smooth and successful execution. The planning for this year’s mega inspection already started two years ago.

“More than 160 000 man-hours were spent on the planning and pre-execution stages alone and over 1.34-million man-hours were spent during actual execution,” said Chevron Cape Town refinery GM Doug Pottenger.

Chevron invested a further R450-million in the construction of a multipoint ground flare and a new 100 m elevated flare for the refinery, which the company said would further reduce the refinery’s environmental impact.
 
Construction started in November 2014 and was now complete and in operation.

The multipoint nature of the flare would ensure that the gas was combusted safely, quietly and smoke free.
