PRASA looking at public value academic programme
The Passenger Rail Services of South Africa (PRASA) is looking to fund a tertiary academic programme that would focus on theorising the concept of public value.
While still in its planning phase, PRASA Group chief strategy officer Sipho Sithole said the entity aimed to launch this programme in the next year. Speaking to Engineering News Online on the sidelines of the break-away session at the Vision2030 Summit, he noted that the programme could potentially be offered at the University of Cape Town (UCT) and Harvard University in the US.
“We are still developing it, but the programme would look at coursework, that would allow for people that are, [for example, completing] their Masters to do a two-week residency at UCT and carry out research [side-by-side],” he noted.
Further, Sithole explained that PRASA would focus on managing institutions that were not necessarily supposed to deliver profit over their mandated services and how to justify, not only in the public sphere but also to authorities, why such institutions would fund particular programmes on an ongoing basis.
“The problem is that it is clear that we tend to look at public institutions based on the bottom line, even if we still expect them to deliver certain services beyond their affordability. But, we don’t want to match funding to deliver the services.
“It’s about managing the public institutions,” he said.
Sithole concluded that, as the programme was still in its planning phases, a budget had not been determined yet.
