Newly constituted ministerial clusters announced

The Presidency has announced the new ministerial clusters which have been constituted to improve coordination within government and enhance the delivery of services.

The Presidency said on Thursday the main functions of the clusters are to ensure the alignment of government wide priorities, facilitate and monitor the implementation of priority programmes and to provide a consultative platform on cross-cutting priorities and matters being taken to Cabinet.

“Clusters foster an integrated approach to governance that is aimed at improving government planning, decision making and service delivery. The main objective is to ensure proper coordination of all government programmes at national and provincial levels,” said the Presidency in a statement.

The Economic Sectors, Employment and Infrastructure Development cluster will be chaired by the Minister of Rural Development and Land Reform, Gugile Nkwinti. The Deputy Chair is the Minister of Science and Technology Naledi Pandor.

-       Agriculture, Forestry and Fisheries
-       Telecommunications and Postal Services
-       The Presidency: Planning, Performance Monitoring and Evaluation
-       Economic Development
-       Finance
-       Higher Education and Training
-       Labour
-       Mineral Resources
-       Public Enterprises
-       Rural Development and Land Reform
-       Science and Technology
-       Tourism
-       Trade and Industry
-       Environmental Affairs
-       Transport
-       Water and Sanitation
-       Public Works
-       Human Settlements
-       Cooperative Governance and Traditional Affairs
-       Energy
-       Small Business Development

The Social Protection, Community and Human Development cluster will be chaired by the Minister of Social Development Bathabile Dlamini and the Deputy Chair is the Minister of Basic Education Angie Motshekga.

-       Water and Sanitation
-       Human Settlements
-       Labour
-       Public Works
-       Rural Development and Land Reform
-       Social Development
-       Transport
-       Arts and Culture
-       Basic Education
-       Health
-       Higher Education and Training
-       Labour
-       Science and Technology
-       Sport and Recreation
-       The Presidency: Women

The International Cooperation, Trade and Security cluster will be chaired by the Minister of Telecommunications and Postal Services, Dr Siyabonga Cwele and the Deputy Chair is Maite Nkoana-Mashabane, the Minister of International Relations and Cooperation.

Ministries in this cluster include:
-       Defence and Military Veterans
-       Telecommunications and Postal Services
-       International Relations and Cooperation
-       Finance
-       State Security
-       Tourism
-       Trade and Industry
-       Environmental Affairs

The Governance and Administration cluster is chaired by the Minister of Home Affairs Malusi Gigaba and his deputy is the Minister of Public Service and Administration, Collins Chabane.

Ministries include in this cluster are:
-       Cooperative Governance and Traditional Affairs
-       Home Affairs
-       Justice and Correctional Services
-       Finance
-       Public Service and Administration
-       The Presidency: Planning, Performance Monitoring and Evaluation
-       Department of Communications

The Justice, Crime Prevention and Security cluster is chaired by the Minister of Defence and Military Veterans Nosiviwe Mapisa-Nqakula. Her deputy is Minister of Police, Nathi Nhleko

Ministries in this cluster include:
-       Justice and Correctional Services
-       Defence
-       Home Affairs
-       Police
-       State Security

The clusters of the Forum of South African Directors-General (FOSAD) mirror the ministerial clusters. The FOSAD clusters provide technical support to the ministerial clusters. The Director General in the Presidency, Dr Cassius Lubisi, is the chairperson of FOSAD.
