New public transport by-law to tackle violence, intimidation – eThekwini

Violence, intimidation and the use of force by those offering public transport will not be tolerated, according to new by-laws proposed by the eThekwini Metro Municipality.

"The behaviour of drivers, conductors and passengers is covered by the by-law. This includes prohibiting the use of force, intimidation, threat or other means to prevent a person from using a public transport vehicle of their choice or to prevent the driver from taking on passengers," the City said in a statement.

The executive committee (Exco) on Monday approved a new public transport by-law that aims to regularise public transport in the city.

Exco approved the by-law for final publication in Ezasegagasini Metro and the provincial gazette.

It is currently awaiting full council approval.

The object of the by-law was to regulate the operation of minibus taxis, buses and metered taxis, the City said.

Clamp down on unroadworthy vehicles

"This includes preventing public transport vehicles stopping outside of a demarcated area at a public transport facility."

It will also clamp down on unroadworthy vehicles parked in a public transport facility, and prohibit repairs from being carried out at these facilities.

The City said the by-law also made provisions for metered taxis, including conditions to operate.

"This includes a meter being fitted inside the taxi to ensure the recorded fare is plainly visible at all times to the passenger."

The city was last year shut down after taxi drivers embarked on a strike. Thousands were left stranded at taxi ranks and bus stops. Taxi drivers went on strike after metro police clamped down on drivers without permits.
