Name and Location
N’Djamena oil refinery project, Chad.

Project Description
The project involves the construction of a greenfield oil refinery and associated power plant, 45 km north of N’Djamena, the capital city of Chad, to process one-million tons of crude oil a year.

The refinery will be fed with light oil from the Bongor oil basin, which comprises oil-bearing structures including Baobab and Ronier.

The facility will feature several refining units, such as an atmospheric distillation, a heavy oil catalysis unit, a catalytic reforming unit, a hydrofining unit, a gas fractionation unit, polypropylene and product purification units, as well as associated public utilities.

Phase 1 of the project is designed to have a yearly processing capacity of one-million tons, producing 700 000 t of petrol and diesel, 20 000 t of kerosene, 25 000 t of polypropylene, 60 000 t of liquid petroleum gas and 40 000 t of fuel oil.

Value
The estimated cost is $900-million.

Duration
The project is expected to be completed in 2013.

Client
China National Petroleum Corporation (CNPC) (60%) and the government of Chad (40%). The government is represented by Société des Hydrocarbures du Tchad (SHT).

Key Contracts and Suppliers
None stated.

Latest Developments
On June 9, 2011, the first crude oil successfully arrived at the end station in N’Djamena, since it started flowing into the Chad crude pipeline from the Ronier oilfield on May 23, 2011.

This marked another milestone for the construction of the N’Djamena refinery. The pipeline is 311 km long and can transport one-million metric tons of crude a year.

On Budget and on Time?
The project is in progress and is expected to reach completion in 2013.
