National Nuclear Regulator Convenes Milestone Workshop In Preparation For New Build

New Nuclear Build faces many challenges all over the world and with a host of up-to-date regulatory requirements, the South African nuclear industry can expect more to come. Now is the time to be proactive. This was one of the key messages during the New Build regulatory preparatory workshop hosted by the NNR from 21 – 22 June 2016 in Centurion.

As emphasised by NNR CEO, Dr Mzubanzi Bismark Tyobeka, when it comes to nuclear safety the regulator must be transparent and predictable. “Since receiving two applications for Nuclear Installation site licences for the Thyspunt and Duynefontein sites respectively, the NNR has anticipated a need to create a uniform platform for stakeholders to understand the regulator’s requirements in terms of New Build licensing,” explained Dr Tyobeka.
Deputy Director General from the Department of Energy, Mr Zizamele Mbambo reminded participants that interactive information sharing sessions are vital for the success of the New Build project in South Africa.

“We recognise there are many tough choices to make and challenges to face in the near future. But we must also be mindful of the opportunities these present and in doing so be vigilant and ready to learn. This is indeed a milestone workshop for our country,” said Mr Phumzile Tshelane, CEO Nuclear Energy Corporation of South Africa (Necsa).

Eskom’s Chief Nuclear Officer, Mr David Nicholls, acknowledged the participation of NNR Board members in the workshop and expressed the importance for all participants to gain a clear and common understanding of the NNR’s regulatory requirements. These interactions will assist the industry significantly in preparing and delivering New Build projects timeously whilst upholding highest levels of safety. 2

The presentation shared by the head of the Finnish nuclear regulator, Mr Petteri Tiippana, provided valuable insights into international perspectives and experiences in New Build Licensing. The South African experts engaged Mr Petteri on the different design technologies licensed by STUK. Additionally a presentation on the Role of the Applicant and Owner’s Engineer was made by Mr Farid M. Berry, Vice President & Project Director Sargent & Lundy, a global, multi-disciplinary, pure-play engineering consulting company.

“We shall continue with our continuous self-assessment and preparatory work whilst incorporating feedback received from such workshops in order to advance our self-improvement. Today we interacted openly with our stakeholders to forge a better understanding of our regulatory requirements and in doing so we have also extended this workshop to include international perspectives so that our stakeholders know what is expected as part of the entire undertaking. We are at a pivotal point with New Build in South Africa and the collective and proactive effort of government, industry and the regulator is necessary,” concluded Dr Tyobeka.
