Project Description
Line 3 is a 1 660 km, 86.36-cm-diameter pipeline that has been operating since 1968; however, the pipeline is currently operating below its original capacity owing to pressure restrictions.

The L3R programme will replace the existing Line 3 with a new pipeline and associated facilities on either side of the Canada–US international border.

The programme will replace the existing 86.36-cm-diameter pipeline with a 91.44-cm-diameter pipeline from Hardisty to Gretna, Manitoba, on the Canadian side, and from Neche, North Dakota, to Superior in the state of Wisconsin on the US side. In addition, a 61 km pipeline segment replacement will be undertaken between Edmonton and Hardisty.

After the replacement pipeline is built, the existing Line 3 pipeline will be deactivated according to federal regulations.

Value
The Canadian side of the L3R programme will cost an estimated $4.2-billion.

The US side of the programme will cost an estimated $2.6-billion.

Duration
The programme’s target service date is the second half of 2017.

Latest Developments
Initial development work is under way to support the regulatory applications that will be submitted later this year.

This includes an extensive public consultation process with landowners, Aboriginal and Native American communities, municipalities and counties, as well as other stakeholders along the Line 3 right of way.
