Project Description
The wind farm site, covering 162 km2, is located in the Loyangalani district, Marsabit West County, in north-eastern Kenya, about 50 km north of South Horr township.

The project involves the development of a 300 MW wind farm, comprising 365 wind turbines, each with a capacity of 850 kW.

The project also includes the upgrade of the existing road from Laisamis to the wind farm site, a distance of about 204 km, and an access road network in and around the site for construction, operations and maintenance.

The Kenya Electricity Transmission Company, with concessional funding from the Spanish government, is constructing a double-circuit 400 kV, 428 km transmission line to deliver the LTWP electricity, along with power from other future plants, to the national grid.

The project aims to provide clean, reliable, low-cost power and to strengthen Kenya’s national grid by increasing national installed power by an estimated 17%. The transmission line will also include a fibre-optic cable that will carry communications data.

Value
Ksh71-billion.

The Spanish and Kenyan governments will fund the construction of the 428 km transmission line through loans amounting to Sh16.8-billion.

Duration
Work on the project is scheduled to start in April 2014.

The wind farm is expected to be fully operational by 2016.

Latest Developments
The board of the African Development Bank (AfDB) has approved the Lake Turkana transmission line delay partial risk guarantee (PRG) for Sh2.4-billion, the first of the African Development Fund’s (ADF’s) PRG.

This brings the pan-African development financier’s total exposure in the project to Sh16-billion, inclusive of an earlier development loan.

The ADF PRG is a risk mitigation instrument that covers private lenders and investors against the risk of a possible government failure to meet the contractual obligations of a project.

Under the wind power project, the Lake Turkana transmission line delay PRG will be used to alleviate the risk for the construction of a 428 km publicly owned transmission line between Loyangalani and Suswa, as well as for the associated substations needed to connect the project to the national grid.

The PRG will support the Kenyan Government’s on-time delivery of the transmission line and will reduce the risk of it being unable to meet payment obligations. More specifically, the ADF PRG will provide partial risk mitigation for LTWP and the providers of debt financing for the project for risks associated with construction delays.
