Industrial park in Khayelitsha’s pipeline

The City of Cape Town on Tuesday announced it was moving ahead with its plans to sell up land, making space for an industrial park in Khayelitsha, but were not yet able to give a date for the bidding process to begin.

“There are many Council processes which would need to be followed and it is therefore difficult to give an exact timeframe. We hope to finalise this process during the current financial year,” said the City’s Mayoral Committee Member for Finance Ian Neilson,

Nielson’s announcement came after the City’s council recently approved the “in-principle” sale of 27 city-owned properties, totalling 59 100 square metres, in Khayelitsha. The aim, according to the City, was to “unlock economic opportunities” through the industrial park.

Once a date had been decided, the City’s Property Management department would sell the properties “through an open, fair and competitive public tender process”. The process would be based on a land availability agreement which was in accordance with Council’s disposal management system.

However, development, establishment, and management of the park – located on the corner of Spine and Phakamani Roads – would be subject to conditions.

Nielson explained: “In the past, some of these properties were offered to aspiring Khayelitsha business people in the form of leases that included the option to purchase. This was, however, not a sustainable initiative and also led to cases of illegal occupation as a result of non-payment.”

Thus, the Property Management department decided on the industrial park model which, they said, would better attract property investors from across the country as well as provide improved security through fencing and a single, secure access point.

“An industrial park model also helps to improve the marketing, management and maintenance of such a site,” said Neilson.

Another condition a potential developer would need to abide by was making space in the park for local entrepreneurs and other small enterprises.

“It is vital that we drive an enabling environment for increased investment, to support entrepreneurs and to do all that we can to drive job creation,” said Neilson, “Any development must be to the benefit of this community.”

In the lead up to the eventual bidding process, the department was in the process of providing three current businesses with leases while clearing out all other illegal occupants.

In future, the developer would be responsible for leasing or selling industrial space and managing the park.
