IDC calls for proposals to assess impact of development fund
The Industrial Development Corporation (IDC) has issued a call for proposals to conduct an impact assessment of the Regional Industrial Development Fund (RIDF), also known as Vutha’Mlilo, which was commissioned by the Department of Trade and Industry (DTI) in 2008 to manage and administer the funds of the Regional Industrial Development Strategy (RIDS).
The DTI’s vision for the RIDS was to ensure that all regions in South Africa achieved their full economic potential by addressing blockages and barriers to the effective operation of the market through targeted interventions and partnerships.
This would include restructuring spatial disparity; overhauling top-down regional development planning; production enhancement; promoting catalytic growth; creating partnerships to promote regionally based economic development strategies; and investment and development planning between local stakeholders.
In terms of the scope of the tender, the successful bidder would be required to undertake an impact assessment which reviewed sample projects funded under the RIDF.
These were grant-funded projects on behalf of civic beneficiaries within municipalities in the areas of research, planning, capacity building, business retention and expansion, as well as catalytic and strategic projects.
The successful bidder would be required to assess, among others, whether or not the social and economic impact of the projects had been achieved; whether cofunding had been leveraged; the degree of stakeholder involvement; the sustainability of the project; the number of jobs created; the degree of capacity development and other direct and indirect benefits.
Interested parties had until March 10 to submit their applications.
