Icasa publishes radio frequency assignment plan

The Independent Communications Authority of South Africa (Icasa) on Tuesday published the final Radio Frequency Spectrum Assignment Plan (RFSAP) for the International Mobile Telephony (IMT) Roadmap that was gazetted in November.

The IMT Roadmap aimed to unlock the universal availability of broadband services, promote investments and stimulate a competitive telecommunications industry, with the RFSAP guiding the required regulatory and technical conditions for the use of the frequency bands.

The conditions included technical characteristics of radio systems, frequency channelling, coordination and details on required migration of existing users of the band and the expected method of assignment.

Further, the relevant regulations for the radio frequency spectrum were also published – after extensive public consultation and engagement with stakeholders – to establish a framework through which Icasa could allocate and assign radio frequency spectrum under the South African Table of Frequency Allocations.

It would also allow the authority to establish standard terms and conditions applicable to all licences, frequency bands and applications and enable a fair, transparent and efficient process and procedure for radio frequency spectrum licence applications.
