The project uses the independent power producer procurement model on a build own operate basis.

Project Description
The project aims to generate 3 600 MW of electricity using clean coal.
The first 2 400 MW phase of the project comprises four 600 MW units.
The second 1 200 MW phase of the project includes two 600 MW units with ultra-supercritical technology.
The project will be supported by a 25-year power purchase agreement (PPA) with DEWA.
The bidder is required to secure the delivery of coal to the project over the life of the PPA.

Latest Developments
DEWA signed a PPA and a shareholders agreement with ACWA Power and the Harbin Electric consortium in June this year.
The consortium was selected as the preferred bidder for the project in January.
