Project Description
Hanhikivi 1 will be a 1 500 to 2 500 MWe pressurised water reactor built on a greenfield site in Pyhäjoki, in northern Finland.

In addition to the nuclear power plant, the project will include interim on-site storage of spent nuclear fuel, as well as the treatment, storage and final disposal of low- and intermediate-level operating waste.

The project scope also includes intake and discharge arrangements for cooling water, supply and handling systems for service water, treatment systems for wastewater and emissions into the air, as well as the construction of roads, bridges, banks, a harbour area, a wharf and a navigation channel for sea transport.

Duration
The first phase of construction, which will take about three years, will encompass the construction of the infrastructure and performance of civil engineering work.

The actual power plant construction, including installation work carried out at the plant, will take five to six years. Work will begin once the infrastructure and the civil engineering works have been completed. The commissioning of the plant will take one to two years. The objective is to put the plant into operation by 2024.

Latest Developments
World Nuclear News has reported that the Commerce Committee of the Parliament of Finland has approved Fennovoima's plan to build a Rosatom reactor at Hanhikvi.

Government issued a decision-in-principle in favour of the construction of a 1 500 MWe to 2 500 MWe capacity plant at Hanhikivi in 2010. Fennovoima's original application had envisaged Areva's EPR and SWR-1000, and Toshiba's ABWR, as possible reactors choices. However, in 2013, Fennovoima signed a plant supply contract with Rusatom Overseas for an AES-2006 power plant with a 1 200 MWe VVER reactor.

Earlier this year, the company applied to the Ministry of Employment and the Economy to supplement the 2010 decision-in-principle to include the Rosatom reactor. The decision-in-principle will be nullified if Fennovoima does not submit an application for a construction licence by June 2015.

In September, the country's Minister of Economic Affairs recommended that government approve Fennovoima's supplement while rejecting an application from Teollisuuden Voima Oyj for an extension to a decision-in-principle for a fourth unit at Olkiluoto.
