Project Description
The Durban Container Terminal (DCT) is the biggest and busiest in the southern hemisphere and currently handles 64% of the country’s seaborne container traffic.

Transnet is implementing an ambitious expansion project at the Durban port and its container terminals, comprising several individual work packages, to increase the DCT’s container-handling capacity.

The main projects include the expansion of the DCT Pier 1, which will increase the capacity of the terminal to 1.2-million TEUs by 2016/17.

In addition, the North quay at DCT Pier 2 will be extended to increase capacity to 3.3-million TEUs by 2017/18.

Container capacity is also being created at other terminals, such as the Durban Ro-Ro and Maydon Wharf terminals, through the acquisition of new equipment, including mobile cranes and various infrastructure upgrades.

Transnet is further proposing the phased development of a new dig-out port on the old Durban International Airport (DIA) site, among other projects.

Value
The project forms part of an initial five-year R110.5-billion capital expenditure programme until 2015/16 and the group’s larger R312.2-billion (from R307.5-billion) seven-year Market Demand Strategy (MDS) until 2018/19.

However, funding for the new port at the DIA is not included in the strategy.

Transnet has indicated that it is in the final stages of appointing a transaction adviser and is considering various funding options and models for private-sector participation in the project.

Latest Developments
A delay in repairs to the hospital ship Africa Mercy has resulted in a two-and-a-half week adjustment of timelines for TNPA’s R30-million repair project at the Prince Edward Graving dry dock, in Durban.

This follows private ship-repair company Dormac Marine and Engineering’s discovery that additional work was required on the ship’s shaft during a routine repair and survey exercise at the TNPA-owned dry dock, which was due to be nonoperational over August and September.

Parts had to be sourced from overseas and the vessel departed from the dock on August 18 rather than the planned July 31 departure date.

The two-month nonoperational period at the dock was adjusted to start from August 19 – when appointed contractor Channel Construction took full occupation of the dock – and end on October 20.

The expected completion date of the caisson repair project has been postponed from November to mid-December.


The 90-year-old Durban dry dock is undergoing the third and final phase of a comprehensive repair programme on its 35-m-long, 900 t steel caisson, which was deemed unsafe and in need of repair.

Channel Construction is working with managing contractor Sebata Group, which is overseeing the caisson repair project.

The team is working in 24-hour shifts, with the majority of the work being carried out off site at the contractor’s Bayhead workshop.

Work includes demolition and waste disposal, structural repair, welding, modification and replacement of structural members and plates, design and fabrication certification, commissioning and final handover.

The outer caisson repair project forms part of TNPA’s large-scale repair programme for the dry dock.

The authority has accelerated planned refurbishments of existing ship repair facilities at its ports, in line with the South African government’s Operation Phakisa initiative, which aims to unlock the economic potential of South Africa’s oceans.

Under Transnet’s Market Demand Strategy, the plans are a key aspect of TNPA’s R35-billion-plus investments into port infrastructure, capacity and maintenance over seven years until 2019.
