DoE to hold first energy-plan consultations in September

The Department of Energy (DoE) has released the Draft Integrated Energy Planning Report for public consultation and has announced that it will host stakeholder consultations in various parts of the country during the months of September, October and November.

The 160-page document presents scenarios for various energy policy options, but does not yet provide recommendations. These, the department says, will be made only once the consultation process has been finalised.

The process is designed to facilitate the development of an Integrated Energy Plan, or IEP, which will guide future energy infrastructure investments and policy.

The draft report, which covers a time horizon from 2010 to 2050, claims to have taken direction from the National Development Plan and the New Growth Path, as well as the country’s beneficiation strategy, the National Climate Change Response Policy, the National Transport Master Plan and the proposed carbon tax policy.

It is also premised on a substantial increase in total energy demand by 2050, increasing at an average yearly rate of 2% to more than double the 2010 levels.  The transport sector, comprising 34% of total energy demand in 2010, would continue to impose the most significant demand on total energy, the document states.

Demand for electricity is also expected to continue to rise as more houses become electrified and as the tertiary sector, largely comprised of commercial and public buildings, continues to expand. In the industrial sector, the increase in electricity demand is largely attributed to the manufacturing sector, with the iron and steel and mining subsectors expected to show little increase in energy demand from current levels.

The schedule of stakeholder workshops has not yet been released, but the DoE has indicated that an additional 30 days will be provided for the submission of written comments following the last of the workshops.

“It is therefore encouraged that written comments only be submitted during the post-workshop period,” it said in a statement.

The final IEP is expected to be published 12 months from the start of stakeholder consultations.
