Project Description
The project aims to expand Transco’s existing pipeline system from the Marcellus shale production area, in northern Pennsylvania, to deliver an incremental 1.7-million dekatherms a day of year-round firm transportation capacity to its existing south-eastern market areas.

The proposed project includes about
317 km of pipeline comprising:
• 296 km of new 76-cm- and 107-cm-diameter greenfield natural gas;
• a pipeline known as Central Penn Line (CPL) North and CPL South, in Pennsylvania;
• 19 km of new 91- and 107-cm-diameter pipeline, looping known as the Chapman and Unity loops, in Pennsylvania;
• 4 km of 76-cm-diameter replacements in Virginia; and
• associated equipment and facilities.

The project’s above-ground facilities will include:
• Two new compressor stations in Pennsylvania;
• additional compression and related modifications to three existing compressor stations in Pennsylvania and Maryland;
• two new meter stations and three new regulator stations in Pennsylvania; and
• minor modifications at existing above-ground facilities at various locations in Pennsylvania, Virginia and North and South Carolina to allow for bidirectional flow, and the installation of supplemental odourisation, odour detection, and/or odour masking/deodorisation equipment.

Jobs to be Created
The project is expected to directly and indirectly support about 8 000 jobs during the its construction phase.

Value
$1.9-billion.

Duration
Transco expects to start construction as soon as possible. Construction will be undertaken in one year, with an estimated in-service date of February or March 2018.

Latest Developments
Williams is revising the targeted full in-service date for the project to mid-2018. The group expects to begin a portion of its expansion project in the second half of 2017. The revision is a result of the recently updated schedule of an environmental review published on October 20 by the Federal Energy Regulatory Commission (Ferc) and expected delays in receipt of certain permits required to start construction, as well as expected construction within required environmental windows.

Ferc’s revised environmental review schedule establishes December 30, as the date for its issuance of the final environmental-impact statement.

Following the receipt of all necessary regulatory approvals, Williams Partners expects to begin construction on the Transco mainline facilities in mid-2017 to create a much-needed path from the northern part of the Transco system into its south-east markets for the 2017/18 heating season.
